A public utility typically provides services consumed by the public, including electricity, natural gas, water, sewage, public transportation (railroad, rail transit, ferry bus, etc.) and telecommunications. Additionally, the public utility typically maintains the infrastructure of the service. Public utilities are subject to forms of public control and regulation from various government agencies. Many times, the government agency wants transparency in the operations of the public utility. As such, they will ask the public utility to perform a SSAE 16 or SOC 2.
